From August 2012 to June 2015, he served as a fixed-term public official in the Securities Business Division of the Supervisory Bureau of the Financial Services Agency (FSA), and from October 2014 he concurrently served as an inspector at the Securities and Exchange Surveillance Commission (SESC). He was engaged in the supervision of investment managers and other firms and in the reform of the regulations governing Specially Permitted Businesses for Qualified Institutional Investors, etc. He concurrently serves as a partner attorney at Chuo Sogo Law Office, P.C., where his main practice areas include financial regulatory advice, strengthening of compliance frameworks, responses to corporate misconduct, support for various registrations and notifications, structuring of fund schemes, and anti-social forces (ASF) countermeasures.

Katsuya Hongyo

From 2017 to 2019, as a financial and securities inspector in the Inspection Bureau of the FSA (reorganized into the Strategy Development and Management Bureau in 2018), he was engaged in on-site inspections of financial institutions and in formulating the Basic Policy on inspection and supervision as well as sector-specific approaches and procedures. From 2021 to 2022, he studied at a U.S. law school and worked at Kirkland & Ellis, a major law firm. He concurrently serves as a partner attorney at Chuo Sogo Law Office, P.C., where his main practice areas include financial regulatory advice, support for overseas firms entering the Japanese market (obtaining various financial instruments business licenses), structuring of SPC/real estate project finance and similar schemes, development of compliance and AML/CFT frameworks, and anti-social forces (ASF) countermeasures.

Jun Niizawa

From 2021 to 2023, he studied at a U.S. law school and worked at law firms in Texas and California. From 2025 to 2026, at the FSA’s “Financial Market Entry Office” (the office that accepts financial instruments business license applications in English), he handled a large number of English-language license applications from overseas firms. He concurrently serves as a partner at Chuo Sogo Law Office, P.C., where his main practice areas include asset management; fund-related work (alternative investments such as PE/VC, private credit, infrastructure, and private real estate funds); financial regulation (the Financial Instruments and Exchange Act, the Banking Act, the Insurance Business Act, pension-related laws, etc.); fintech regulation; M&A; and startup investment.
